Guidance for states to implement the qualifications and standards needed to certify and license appraisers.
Overview
The Appraisal Foundation® (the Foundation) maintains a close relationship with state appraiser regulatory agencies and seeks their input on proposed changes to the Real Property Appraiser Qualification Criteria (Criteria) and Uniform Standards of Professional Appraisal Practice (USPAP®).
Additionally, the Foundation provides resources to states to clarify and help implement the minimum qualifications and standards.

The Foundation works closely with the Association of Appraiser Regulatory Officials (AARO), an organization of state appraiser regulatory agencies.

Understanding PAREA®: Information for State Regulators
State appraiser regulatory agencies do not deliver PAREA® programs, but they do determine whether to accept PAREA® experience as part of the licensure process. While states are not required to accept PAREA®, many have chosen to recognize it as an alternative to the traditional supervisor-trainee model.

Voluntary Disciplinary Action Matrix
In collaboration with the Association of Appraiser Regulatory Officials, the Foundation issues voluntary guidance intended to assist state appraiser regulatory agencies in evaluating potential disciplinary actions. This guidance, commonly referred to as the Voluntary Disciplinary Action Matrix (VDAM), provides examples of conduct that may violate USPAP®, along with corresponding categories of potential disciplinary responses. States may use this guidance at their discretion as a general reference tool in enforcement matters.
The current version of the VDAM corresponds with the 2024 USPAP® and is the most up-to-date edition.

State Regulator Workshop Series
The state regulator workshop series consists of recorded sessions hosted by the Foundation to support both new and seasoned state regulators. These workshops offer insights into select regulatory topics, such as the Real Property Appraiser Qualification Criteria and the Degree Review Program, and are designed to provide context and clarity to assist regulators in their enforcement work.
While not formal training, these sessions include presentations and discussions lead by Foundation staff and Board members to assist regulators in their oversight responsibilities.
We encourage regulators to submit questions and suggested topics with our workshops feedback form in advance of any future workshops to help shape a more collaborative and relevant discussion.
State Regulator Advisory Group
The Appraisal Foundation brings together state regulators from across the country for quarterly virtual meetings. These gatherings are opportunities for the Foundation to share updates on the work of the standards and qualification boards, gather feedback from state regulators, and identify opportunities to address emerging issues in the appraisal regulatory space.
