Criteria
The Appraiser Qualifications Board (AQB) sets the Real Property Appraiser Qualification Criteria (Criteria) and Personal Property Appraiser Qualification Criteria (Personal Property Criteria).
Overview
Under the provisions of Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA), the Appraiser Qualifications Board (AQB) establishes the qualification criteria (minimum education, experience, and examination requirements) for real property appraisers to obtain a state license or certification in the Real Property Appraiser Qualification Criteria (Criteria). State appraiser regulatory agencies are required to implement real property appraiser licensing and certification requirements that are no less stringent than those issued by the AQB in the Criteria.
Additionally, the AQB issues Personal Property Appraiser Qualification Criteria (Personal Property Criteria). The Personal Property Criteria establishes minimum requirements for all personal property appraisers who are members of Partners of The Appraisal Foundation® (Foundation). Personal property appraisers who are not members of sponsoring institutions or organizations are encouraged, but are not required, to follow the minimum education and experience recommendations established by the Personal Property Criteria.

Real Property Appraiser Qualification Criteria
The Real Property Appraiser Qualification Criteria (Criteria) is issued by the Appraiser Qualifications Board (AQB). State appraiser regulatory agencies are required to implement real property appraiser licensing and certification requirements that are no less stringent than those issued by the AQB in the Criteria.

The 2022 Criteria is currently in effect while the 2026 Criteria goes into effect on January 1, 2026.
Personal Property Appraiser Qualification Criteria
The Personal Property Appraiser Qualification Criteria (Personal Property Criteria) establishes minimum requirements for all personal property appraisers who are members of partnering organizations of the Foundation. Personal property appraisers who are not members of partnering organizations are encouraged, but are not required, to follow the minimum education and experience recommendations established by the Personal Property Criteria.
